I think the concern is more daddy can rug pull that. Federal government complies with labor law because it chooses to do so but doesn't actually have to do so.
If daddy decides in a few weeks that all those people who quit are really traitors and stops paying them the legal challenges wouldn't do anything. Courts could also easily decide that the payments are unconstitutional as there isn't an appropriation backing them.
They deserve nothing anyway but it would be pretty r-slurred to believe you will absolutely get the 8 months severance.

That's never going to happen. The government isn't some shady small business that can skip town. It always pays it's employees and a severence package will be a contract. The only risk is delayed payments, but they are 100% getting paid

it's just a severance contract the individual agencies are managing? The email sent out was just asking people if they want to be put on the list which is followed up with a normal contract by the HR in the agency itself (not DOGE). There's been many times where gov commit to paying things that aren't yet fully funded by congress.

on what basis? the only real critique I've heard is the congressional funding because of https://en.wikipedia.org/wiki/Antideficiency_Act (which has never been enforced) otherwise its just a normal severance contract

my understanding it is not a normal severance contract where you get a lump sum buyout but rather you get put on administrative leave until the end of the fiscal year. You don't have work, are exempt from RTO, still get pay and benefits. There is a question mark if this is allowed under the Administrative Leave Act of 2016. I will say even if it's found to be legal, being put on leave rather than get a buyout allows some ways for you to get screwed, like the possibility of getting fired or having your position eliminated.
