He's setting himself up for a lot of issues. Typically an audit gathers data, analyzes it, then makes a full report, followed by actions based on the report.
Elon just randomly fired people just in case there was fraud, realized he was wrong, had to call them back.

Separate the forest from the trees by ignoring benefit recipients. 1 in 5 social security numbers are fake. That's probably a decent estimation of how many illegal aliens are stealing work from citizens in broad daylight. That doesn't even count under the table cash jobs.
