most countries do, it's just trumps r slurred way of calculating contributions. like germany obs did not, but most other countries bought material from the USA, and the USA counts most of its manufacturing as defense spending.
There is also more to defense than this, e.g. scandi countries lost more men per capita than the USA when it supported it in its wars. Remember that the past 25 is written in Euro blood as much as american.

What about purchasing? Because it sounds like you're saying if they spend a bunch of money buying military helicopters or whatever, it doesn't count towards NATO spending; but that seems strange?

yea but usa ALSO purchases stuff. Essentially: they pay the manufacturing (e.g. salary) and the purchase of the goods as two costs
