Leading up to Easter, Catholics have a 40 day season called Lent where you're supposed to fast on a few specific days (including the first day), not eat meat on Fridays, be very somber and give up material pleasures. Mardi Gras is the Tuesday before Ash Wednesday (the first day of Lent) and Catholics throw a big party because it's their last chance to do so before Lent begins. Brazilians call it "Carnival."

New Orleans was formerly a French colony so it has historically been way more Catholic than the rest of the States so for a long time it was the only city that celebrated Mardi Gras so even after more Catholics came to the States the association stuck with it.
