You can't even say that colonization only refers to government action because plenty of Age of Sail settlements were founded by entirely private ventures. Or in some cases the government sponsorship was not state action so much as just the King of Spain signing off on something organized independently that he barely cared about.
People also have a weird habit of not seeing anything overland as colonization. Like people won't say that Persia colonized Mesopotamia or that Mongolia colonized China. But, really, why not?
