Do you even know what a tariff is? It's a tax. It has nothing to do with a difference in the value of exports and imports. If the US imports $100B of goods from Vietnam, and Vietnam imports $10B from the US, it doesn't mean that Vietnam has a 90% tariff on the US goods.
I've just showed you that those alleged "tariff" numbers fully match something that is very clearly not a tariff. It would be heck of a coincidence if the real tariffs were exactly the same.
