I'm thoroughly racist from dealing with various desperate communities, and latin americans are typically just a more chill version of whatever class of white people. It's just that more latin americans are poor, immigrants and maybe? Less ambitious/neurotic. Only reason they do more crimes is they have less money. They are basically italians.
Poor black neighborhoods are where hopes and dreams of helping people go to die. Do not think for second if you have legitimate kindness in your heart it will last. It's faceless bureaucrats who did their time and will send good young people to the grinder.

I've found that this is true for every place I've ever volunteered. 95% are scum taking advantage of the system and 5% actually need and deserve the help. Even when it's means tested that only changes the ratio to like 80/20

I guess I came off as an butthole but there's a layer of "all poor people are the same kinda butthole" which to some degree is true, but eventually you learn their quirks. The poor black community quirk is it is far worse than others when you work in healthcare/teaching/policing etc.

the answer is not charity its regulatory change. no poor person writes the rules that allow em to take advantage of the system. a great example is evicting and squatting. that stuff is so bad its not funny. but NO poor bipoc wrote that law a wealthy butt white person wrote that rule. so many examples of rules that help poor people stay poor. if welfare had a marriage mandate 99% of bipocs would be married tomorrow.
