This is one of the few reasons why I'd encourage someone to abandon their principles and actively manipulate their partner. Op needs to drop the vaccination issue and bed for him back. She needs to say she was wrong and everything. Ask if she can go with them to Sweden (hopefully after getting time off from work after explaining her issues To her boss) soend a few weeks playing happy family. Ask if he'd like to stay in Sweden forever or is considering moving back to America so Op can "find a job and get a passport" to stay in Sweden.
Then one day just take the kids back to America.

Custody rights restricted doesnt matter when its across international borders. Sweden isn't going to extradite swedish children to the US because some local judge said so after they were already in the country
