During his first perma-ban a few years back the #2 (now #1 mod) requested to take over the sub in his absence and the request was granted. It wasn't a peepee move because there was a large chance that the appeal wouldn't work, and he would get the sub anyways. However, it was a supreme peepee move not to give the sub back to bill when his ban was overturned.
Not sure if DubTeedub and billy are still friends since they're out of my circle now.
