It's called op-sec numb nuts, they're not going to storm a building with a shooter 10 minutes after showing up. They need correct infomation about what is in the building, how many shooters are in the building, how many kids are in the building, are their hostages that could be killed as a result of storming said building?? Are they walking into an ambush??? This isn't a James Bond movie.
Anyone criticizing the cops in texas literally have zero idea how police handle active shooter situations..... not suprising the most vocal critics are the brain damaged ACAB types.

You would think they'd do some training or something involving situations like this.
Or at a minimum do a annual walk through of the school to at least know it's layout.

They exchanged fire with the shooter like 4 minutes after he got there but pussed out and let him continue into the school instead of keeping pressure on him.
They then wait another hour while slowly evacuating some kids, kind of just accepting that the some other kids are going to die because they won't enter the building.
