The unmasked Chud notices it and confronts him, thinking that he is a libertarian/creep who is taking pictures of his daughter for creep purposes, so as you can expect the bald moid goes on damage control mode.

You must not be a parent. (nibba do you know which site you're in?) As a father, it's different when you have creepy situations like this. Mask or not, there's absolutely no reason he should have taken that picture. What would he even do with the picture? Take it to the cops to get his daughter in trouble? The cops will laugh at his face.
I feel like there was more to this than the guy is willing to admit, and if I was in this fathers shoes, and someone took a picture of my daughter "for not wearing a mask", best believe I will take that darn phone, and break it, or bring it to authorities, in case there's more on the phone that might be worse.
The father didn't over react, in fact, he handled this very well, compared to many other fathers that would've immediately escalated the situation to oblivion.
Once you have a kid of your own, then come back to talk about this. Otherwise, I don't think you understand the threat that the father must have felt.
We protect our kids at any and all costs.

Edit: Even in the few places with mask policies again, why on Earth would you imagine filming a child quietly shopping and not making a scene would not result in this from their parent?
