Typically, no, a T&S lead does not discuss individual moderation decisions (e.g. why someone's friend was banned, why no action was taken on a specific report).

Obviously for a higher profile case, you'd expect potentially some messaging, but it wouldn't necessarily come from T&S (think: CEO/COO)
