it is weird. protectionism by all means should work but the issue is outside of china no country has full supply chains. why i just do not know but you can go from basic to intermediary to final product all in china. but when germany tariffs a Chinese good to protect a company they still have to reach outside of Germany for the inputs. A great example of the sheer failure of protectionism is India which has created rent-seeking conglomerates rather than dynamic industry.
