All these projects are funded by numerous investors, some bigger and more involved than others. One of rhe jobs of the producer is to pool money from investors. The bigger more involved investors are generally in on the scam and dont get bit in the end. Also there's ussually insurance to cover losses to other investors so its the average person (uninvolved in even investing)whose premium goes up that gets screwed in the aggreagte.
