Markets are ruled by the presses. And I have no idea on the energy policy(I'm not a :marseybong:) but presumably that spending would be investment that would get a return. Like Keynesian government deficit spending should (in theory). So wasn't immediately toxic while it was still unimplemented(I assume and am not going to google).
