She's not really saying anything here. Maybe the full clip has a better representation of her overall point but I will not be looking for it.
“Free and open” doesn't have anything to do with how an online encyclopedia is organized. An online encyclopedia could be based around old wives tales and “things my great grand pappy used to say” . And that encyclopedia could be "free and open". Anyone could add in any sort of neat ancestral knowledge that they thought would help folx. But thats not how Wikipedia was setup.
