How stockpiles work is the reserve is meant to replace losses from the opening exchange. this is also why both the US and soviet union had like 70k nukes during the cold war, it was assumed most of these would be lost in an opening exchange.

seriously, we dont have enough nukes to just start hitting cities anymore, they're pretty much all for military targets, a decent number of them are tactical nukes as well.

Deploy just means store them in the area where they would be used. Like, when you deploy troops, you fly them to where the action is, but they might not be actually fighting.

So when you deploy nukes, you take them out of a long term storage facility and transfer them to where the submarines or planes that will use them are located.

In this example India would just have a bunch of nukes, but they wouldn't be stored in a war-ready location or condition.

Think of it as the difference between having a sword on your waist or having your hand on the hilt ready to pull it out.

A reason for excess nukes is for maintenance and logistics and minimum storage/deployment numbers.

Example: They need to keep X number of warheads on Y number of missiles on Z number of submarines and W number of warheads in storage facilities.

However you need to maintain missiles periodically, and removing them from either the submarine or storage puts you below the amount you have to keep at any location, so you build enough to also keep in transition.

It's not clear that any of Russia's high yield warheads are actually functional, at least too even a fraction of their rated yield.

Due too test ban treaties all high yield warheads in service or storage were designed and built using modeling too simulate detonation and non-nuclear detonations too ensure nuclear detonations actually work as expected. It's not clear that Russia retained the skills or institutional knowledge with the chaos after the fall of the Soviet Union too do this. Having nukes is much easier then having high yield nukes that you can build a reasonable deterrence around.

A 50kt yield is still dangerous but it's much less too worry about than 500kt.

RSM56 is the only nuclear equiped ICBM that it's clear actually works too, it's not at all clear Russia are able too deliver a nuke from Russia too any major population centers in the US, other than Alaska and no one gives a shit about Alaska, from their land based systems.

@fedposter strongly believe the US chose too fall below SSBN parity with Russia and have delayed replacing land based ICBMs because this is known. It's likely China has more nuclear teeth than Russia do at this point.
