for example when NC lost in court over their voter ID law, do you think it was the requiring ID part of the fact republican lawmakers requested racial voter data by district, then amended the bill to exclude alt IDs used by black people, but not the ones used by white people?

do you think it was the requiring ID, or the attempting to cancel sunday early voting. trying to cancel sunday early voting seems a little weird for a voter ID law, does it not?

the intent is obvious, the outcome doesn't matter, the intent does. the issue is not that people think blacks are too stupid to get IDs, the laws probably aren't even all that effective, but the INTENT is obvious.

Your analysis is actually spot-on, but it plays out differently than you're assuming. It is already the case that, if a state has an ID requirement for voting, a qualifying ID must be available without cost to avoid creating the situation you're describing.

It is either because there was a court ruling on it or everyone knows that's exactly how a court would rule if you required a paid ID to vote. I forget. A quick search isn't landing on a good source, but the reason why is because (1) Dems don't like sharing this fact because it undermines their opposition to voter ID and (2) neither do Reps because it reveals that ID requirements aren't as much a filter as their base might like.

There is not a single place in the US today that requires an ID to vote and only allows paid options to qualify.
