Your analysis is actually spot-on, but it plays out differently than you're assuming. It is already the case that, if a state has an ID requirement for voting, a qualifying ID must be available without cost to avoid creating the situation you're describing.
It is either because there was a court ruling on it or everyone knows that's exactly how a court would rule if you required a paid ID to vote. I forget. A quick search isn't landing on a good source, but the reason why is because (1) Dems don't like sharing this fact because it undermines their opposition to voter ID and (2) neither do Reps because it reveals that ID requirements aren't as much a filter as their base might like.
There is not a single place in the US today that requires an ID to vote and only allows paid options to qualify.
I realized 5min later that the first place SCOTUS might point is Article I giving states the power to decide in what manner to hold elections, which has given the States very expensive power since the language is very vague since elections were once much simpler.

I actually argued that the EO doesn't need any expansion to handle his concern. It's implicit under current law.
Everyone should be allowed to get an ID free of charge once every ten years. If you lose the ID before the next renewal date, you have to pay for a new one.

The chance of this surviving a SCOTUS challenge approaches zero. Chuds like talking about this but the only people who have actual proof of being USCs are those who have been naturalized, its much easier to prove someone is not a citizen then to prove they are. This is also why eliminating due process in removals is a big deal, ICE & CBP dun goof and deport USCs more frequently than people think.
I think part of this is the cope that the chuds have themselves convinced they are more popular then they are. Trump is a master at cucking people and the dems ran the most unlikeable possible candidate, im sure they wont consider that she failed against Trump as their failure though.
It would be fun if he did manage to federalize elections though. GOP house advantage is massively overblown due to districting (Dems gerrymander too but they are novices), if it was CB doing the districting blind they would loose a large number of house seats.
