Japan was outright militarily occupied, you'd think the US would have all the info needed after like, ten years max.
Maybe I'm just schizzing but it seems to line up with the behavior I'd do if I were trying to avoid historical humiliation in an era of increasingly anti-nuclear sentiment, a la Germany or Japan (even with the distinct advantage of not losing the war), by making Nagasaki and Hiroshima tragic sacrifices for the good of all and making the numbers whatever they needed to be.
