I'm pretty sure the Wall St. Crash didn't happen till October 1929- after which he decided to repatriate all the Mexicans for some reason- but what were all Hoover's executive orders about before then? Maybe he found a bunch of dead hookers Warren G. Harding had left stashed in the drywall of the White House.

As part of his efforts to limit unemployment, Hoover sought to cut immigration to the United States, and in 1930 he promulgated an executive order requiring individuals to have employment before migrating to the United States.[207] The Hoover Administration began a campaign to prosecute illegal immigrants in the United States, which most strongly affected Mexican Americans, especially those living in Southern California.[208] Many of the deportations were overseen by state and local authorities who acted on the encouragement of the Hoover Administration.[209] During the 1930s, approximately one million Mexican Americans were forcibly "repatriated" to Mexico; approximately sixty percent of those deported were birthright citizens.[210] According to legal professor Kevin R. Johnson, the repatriation campaign meets the modern legal standards of ethnic cleansing, as it involved the forced removal of a racial minority by government actors.[211]

To assist in the round-up, police conducted raids of public places, including the church La Placita on Olvera Street in downtown Los Angeles, where persons of Mexican ancestry were known to frequent. 13 Olvera Street was not a tourist spot in the 1930s like it is today; then it was simply a meeting place for working class Mexicans near a church serving the Mexican immigrant and Mexican-American community. The people rounded up were often herded onto trains and buses or driven by social workers to the border. This was true for citizens by birth and those who had lawfully naturalized to become citizens.
