It's turning through it's full range in half a second. Most cars would make you turn the steering wheel three revolutions to achieve the same thing, which would undoubtedly take longer than half a second (there is actually a video of someone trying this). So this is case of them letting you turn faster than normal, but because people are r-slurs they think it's slower.

The rate isn't even a critical issue, look at that input lag. You make a quick jerking motion to hit a bicyclist, the thing takes a quarter-second to respond, and all you do is graze them. Literally undrivable.
