It mainly depends on what the president lets/has them do, and if they can apply themselves like Peepee Cheney. VP also can break a tie vote in the Senate, which can be pretty useful.
But, they can pretty much be put in the corner. Historically their the pity/hatefrick of offices with a president just picking them to shore up some other demographic ever since VPs started running with President on tickets instead of being 2nd runner up.
