I just read that passage and he mentions it has large wings multiple times (but it's probably a lot more human-like than in the movies, since Frodo when he can barely see it, describes it as "like a man but much greater")
On the other hand, the explicit reference to "wings of shadow" leaves open the interpretation that Balrogs had no physical wings. Balrogs were never exactly described as flying in any of Tolkien's works
