The core of it is no different than what happens with most other ships. Basically you have two characters, if they are anything other than indifferent towards one another (be it rivalry or friendship) people will ship them together.
Leona is the sun, Diana is the moon. They're rivals. In cute twinks minds this of course means they're lesbians secretly in love.
That was all headcanon until Riot decided they need to have a gay character for pride month each year, and one of those was Leona x Diana where they retconned that they're lesbians now
Funny that Leona was created based off of a developer's wife. Years after said developer left the team he said they're always meant to be lesbians

no they were always rivals from different tribes. though being sisters lost in birth would be a 100% better plot twist than the abomination they made. league's lore is fricked anyway (and it's only gonna get worse under wokies)
