Blizzard did the bare minimum to advance the concept forward. They basically took tf2, made it pornable , added a bunch of hitscan and made the matches guaranteed to end in 6 minutes tops.
Some might even say that blizzard actually took the genre backwards because most of the shit they did sucks peepee.
Overwatch was a smash hit and the genre has ossified into overwatch + overwatch clones.
I maintain belief that there is plenty of space in the genre for new ideas. What I've seen of the valve game is promising…but who can say how it will turn out.
I think there is value in giving players a resource they build up across lives. It's comforting to know that you're building towards some kind of contribution, even if you're not racking up kills every life.
That metagame is what makes mobas compelling.
The ults are way too impactful though. And they warp the games balance . Junkrat and pharah ult wreck lobbies at beginner level but are functionally useless at higher ranks. How is blizz supposed to balance the characters then?

Fair, but Insurgency is in a category with like 4 other games total: ArmA, Squad and its derivates/clones (is it still called Post Scriptum?), and maybe Ready or Not. The playerbase has nowehere else to go but - *shudder* - outside. So retention isn't a problem.

I mean, I still play TF2 from time to time, but its definitely a dying game. It springs to life every time there's a sale, but that's only going to last so long. Lobbies are mostly filled with either sweats or brand new players. Nerdslayer touches on it, but from like 2020 to 2021 the game's multiplayer was literally shut down from a ddos attack and respawn did nothing to fix it.
