The slow pace is definitely on purpose. Drip feeding new content over years and years keeps the game relevent to people who play it in bursts and then put it down for a year+. Which is important because the game is now basically just an advertisement for minecraft merch and spinoffs.

I think it's more likely that they have such a huge and poorly written code based that the best they can achieve each update is a bolted on, useless feature which further bloats the game.
Some bean counter probably also figured out that the massive updates aren't actually producing sales.
