They stopped being nearly as punishing for expanding in Civ 6. You run into issues with insufficient amenities but you can actually work through that, compared to civ 5 where having your happiness drop below 0 was basically a death sentence.

I like 5, but 4 is objectively better. 6 does suck though.
I just refuse to play 6 because they went from Based King Sejong in 5 to Literally The Worst Foid in Korean History Who Fricked Up Her Kingdom So Hard It Took a Literal Genius 60 Years to Fix and then another Literal Genius Another 20 Years to Regain Land The Worst Foid Lost in 6.
