You can argue about whether or not its 4D chess or bog-standard r-sluration but the fact remains that Trump is implementing the tariffs with the intention of strong-arming other countries into line because their economies are heavily dependent on the US. The effectiveness remains to be seen until we see the aftermath of whatever bargaining happens, but there's undeniably a clear purpose behind them.
