Okay, so on the title. Brasil is known for being a very violent country. Outsiders don't know why exactly, they usually spout some dumb reasons, but it's a fact that Brasil is indeed violent. And what do workers hate more than anything? Working their asses off to buy an overpriced phone only to have it stolen by the ''youth''. "Silicon Valley effect", or "Hollywood Effect". The censorship is developed in English, the algorithms and the training for human Jannies, by companies who are influenced by English-speaking government. Same reason pro-Trump in Spanish didn't get jannied in 2020.
The point of internet speech codes is an attempt by the US government in combo with the tech companies to make the internet more like TV or Hollywood - a concentrated industry that's heavily sponsored and nudged by the Feds. They don't really focus on other languages because that's like foreign media, and it would require quite a bit of extra effort (you need people who understand the local language, and nuances of local chud posting, and no one in the US government is skilled enough like that anymore).
