I actually liked the Garry Nolan vid and I do agree with him about how aliens would "visit" the Earth (i.e. they'd use drones to study us). That's been my thought for a while, although I still somewhat fancy the dark forest hypothesis, as well. I don't necessarily agree with his certainty about the reasoning behind the recent government actions. There's a multitude of explanations for those, not just extraterrestrial intelligence.

I'm going to give my "wet blanket" feedback since that's what comes naturally to me, lol.
I'd be careful with Salvatore Pais. I remember reading about that years ago and IIRC, he's put forth other very speculative patents (just went looking and found this and this). Some of the skeptical commentary about it was saying that these patents don't really make much sense. I don't have the knowledge to really pick them apart, nor do I have the desire to sift through them and come up with a solid rebuttal, even if I could.
As for why the US govenment would greenlight these patents? Again, this is the US government. The most intriguing "mundane" answer I found is that stuff like this is an elaborate disinformation campaign to trick foreign adversaries into devoting time and resources toward chasing pointless rabbit trails. I also remember reading back when this happened that there was a new higher up in his USN department and that he may have piqued this guy's interest. In other words, he finally found a sympathetic ear who let him file these patents. Finally, speculative stuff like this can start discussions. Maybe the department just wanted to throw the ideas out there and see what came of them.
The first thing I will point out is that this dude is from Britain and that Theresa May blocked the extradition request. If Snowden had been from Britain, I gaurantee you the US would have successfully secured his extradition. The US government doesn't frick around with stuff like this. If he really did cause enough damage to bring down the US Army's systems in Washington for a full 24 hours, then there would have been a lot of very pissed off US officials that wanted his head. Just letting someone get away with a hack of this scale is enough of a risk on its own.
That being said, assuming he wasn't just lying to draw attention to his accomplishment and/or garner public sympathy, he could have very well misinterpretted the documents. He also might have just seen the same pictures/testimonials that have since been publicly released, like that of the cigar UFO. He also made those statements in 2006, 4 years after the hack. He was able to walk around freely up until June 2005 and made these statements a year later. The timing is a bit suspect, to say the least.

If I were a synthetic life form and incapable of evolution through biological reproduction, I'd cruise around the universe looking for incubator planets, seed them with a biological lineage similar to whatever produced its AI in the first place, and let it rip until it produced a new AI-- aka a baby. It looked like it moved in a straight line from one end of the sky to the other but it would sort of "blink" where it started as a tiny point if light and expanded into a ring then disappeared. In between blinks it was invisible but it did this in a straight line from one end of the sky to the other. It was a very bright blue colored light

Usually satellites are just a solid light that disappears once it reaches the horizon such as the ISS (which you can confirm if you've seen by using the ISS tracker) but I have seen satellites that you described that blink as well and from what I read it is do to their solar panels spinning and reflecting the light so it appears to turn on and off. but the size of the light is the same it just fades in and out.
I've also seen Starlink before and it's a straight line of lights that disappear one by one when they get beyond the point where the sun hits them
But thats not what I saw on this night the thing literally expanded from a small point into a large ring of light (if you held a dime up to the sky it was about that size) then disappeared.

We've only been broadcasting radio waves for an extremely small amount of those years, and the broadcasts, even though they travel at the speed of light, only have reached an area within a bubble with a diameter close to 200 light years. Even if ayylmaos existed within that area and had received a message, they most likely wouldn't depart immediately without sending messages first, which themselves would take a long time, and if they did decide to travel they would take much more time to get here than it took our signals to be detected by them.
