Yes, a hard line for the age of consent is inherently silly, especially if taken to such an absurdly specific degree, because humans simply don't mature on a concrete timetable and they do it gradually, not by certain age points. However, given that everyone agrees that children need special protection again exploitation from adults, sexual or otherwise, hard lines are the only reasonable way the law can protect children. It is simply unfeasible to go with more accurate or elegant ways of judging maturity in this regard. In most countries, the law already treats teens like "adults in training".
