Yes, a hard line for the age of consent is inherently silly, especially if taken to such an absurdly specific degree, because humans simply don't mature on a concrete timetable and they do it gradually, not by certain age points. However, given that everyone agrees that children need special protection again exploitation from adults, sexual or otherwise, hard lines are the only reasonable way the law can protect children. It is simply unfeasible to go with more accurate or elegant ways of judging maturity in this regard. And, perhaps more importantly, if you're not a fricking libertarian it should be really easy to follow these silly, hard lines.

That somewhere is in the mid-teens, when most people start having s*x, which is what the AOC is practically everywhere. Notice how you made that joke about how what age is considered grown keeps going up. People aren't coming out more mature or "adult." Just the opposite.
We have to risk people going a little too young to keep people mentally healthy and mature. We do have about as hard of a line for when people are mature enough about s*x as possible, so why should we continue this trend of not letting people gain the experience needed to actually grow up?

In most countries, the law already treats teens like "adults in training". Stuff like child labour laws no longer apply or apply less, you can make big purchases without an adult, you can get a license to drive, etc. It's just with the whole "fricking teens" thing, the law (rightfully so in my opinion) would like to err on the side of caution when it comes to preventing sexual exploitation of minors.
