of Georgia. He was arrested for theft 
and released there 
as well. Finally, he decided to r*pe and kill a nursing student.

There's room to think that his previous crimes would incur a punishment that prevented this from happening, but no consequences have been faced by the system until, potentially, now. And even then the consequences won't be for their leniency leading to a multitude of other crimes, especially the murders.
