I downloaded five years of H-1B data from the US DOL website (4M+ records) and spent the day crunching data.
I went into this with an open mind, but, to be honest, I'm now *extremely* skeptical of how this program works.

Just to clarify, I'm talking shit about all consulting companies, not just the Indian ones.
You're a manager that needs to build some software project on a deadline, but you have no team of devs nor any experience in creating one from scratch. It's not a bad idea to ask for help; they're not going to do an amazing job but at least you'll get started with something.
Most of those projects really don't last long enough for the issues to become important, and when they do you can cut the company out and build your own internal team of devs. It's also not uncommon for the devs inside consulting companies to get hired by the client they were working for.
