Since ping group notifications now go to their own tab for everyone, ping group owners should be refunded 5k per ping group with the option to delete a group for 10k since it's no longer what they paid for and is now functionally useless

Good change, and especially the one where we can turn off hole creation/deletion and marriage notifications. I want my rdrama.net to be a clean experience and the cleaner experience I get the more time I'll spend on this godforsaken site.
