NASA has stagnated into established companies getting handouts because retracting them is too politically costly. If you don't believe me, look up any article on the SLS:

As the Space Shuttle program drew to a close in 2009, the Obama administration convened the Augustine Commission to assess NASA's future human spaceflight endeavors. The commission's findings were stark: NASA's proposed Ares V rocket, intended for lunar and Martian missions, was unsustainable and should be canceled. The administration further advocated for a public-private partnership, where private companies would develop and operate spacecraft, and NASA would purchase launch services on a fixed-cost basis.

The recommendations faced fierce opposition from senators representing states with significant aerospace industries. In response, in 2011, Congress mandated the development of the SLS. The program was characterized by a complex web of political compromises, ensuring that various regions and interests benefited, maintaining jobs and contracts for existing space shuttle contractors. Utah Senator Orrin Hatch ensured the new rocket used the Shuttle's solid boosters, which were manufactured in his state. Alabama Senator Richard Shelby insisted that the Marshall Space Flight Center design and test the rocket. Florida Senator Bill Nelson brought home billions of dollars to Kennedy Space Center to modernize its launch facilities.

Almost immediately, Representative Tom McClintock called on the Government Accountability Office to investigate possible violations of the Competition in Contracting Act, arguing that the requirement that Shuttle components be used on SLS were non-competitive and assured contracts to existing suppliers.

The Obama administration's 2014 budget called for canceling SLS and turning over space transportation to commercial companies. The White House sent Lori Garver, the NASA deputy administrator, along with astronaut Sally Ride and other experts to defend the proposal, saying the SLS program was too slow and wasteful. However, Senators Shelby and Nelson quickly moved to fight efforts to cut the program and were ultimately victorious. After retirement from NASA, Garver would go on to recommend cancellation of the SLS.

It's difficult to get across the incredible scale and brazen nature of the corruption. Musk is right, NASA needs to take an axe to these pork-barrel programs - or DOGE can do it for them.

The astronauts will stand on the end of a large plank of (carbon fiber) wood balanced over a fulcrum. The lever will be precisely positioned such that the ISS will plummet violently out of orbit and crash into the other side of the lever, launching the astronauts into space. With the right timing, the trajectory of the astronauts will carry them to Mars without the need for expensive spacecraft or rocket fuel, thus substantially reducing the cost of the expedition.

ISS missions are peanuts compared to a lunar or mars mission. $62m a launch, he got $3b for two lunar HLS proving flights.

I expect Musk is going to find lots of "waste" and "fraud" in NASA related to the Lunar Gateway project too because he doesn't like it. NASA wanted to avoid the one shot Apollo problem by using mars to build infrastructure for outside LEO operations via the Lunar Gateway so we don't just land on mars and then do nothing for decades like with the moon. Musk has stated he opposes this because it reduces the funding to go to mars which delays it happening.

Regardless of Musk's shenanigans, the Gateway program has been criticized by a lot of people on the space industry. A Lunar outpost on the surface makes more sense than an orbital one placed on a highly elliptical orbit.

The reason Gateway was conceived was to give the SLS something to do, and the HALO orbit is just because Orion can't access Low Lunar Orbit (unlike Apollo).

The Orion command module is very heavy, the ship simply can't carry enough fuel to access LLO and return in it's own.

Orion was originally part of the Constellation Program and the plan was for it to launch atop of an Ares I rocket, then Orion would dock with the Altair lunar module which itself was attached to the Ares V second stage and then it would be propelled to LLO.

The SLS changed everything, because of it Orion can only access NRHO (near rectilinear Halo orbit), which is where the Gateway station is supposed to be placed.

The Orion service module is also different from what was projected during the Constellation Program, to reduce costs it was designed and built by ESA and Airbus.

Cancelling the Constellation Program was one of Obama's biggest frick ups, even if it was delayed and underfunded it was much better than the SLS. It was an architecturally simple and feasible return to the moon program (albeit quite expensive and required much more political support and funding to accomplish its goals).

The Obama administration original plan was to fund the Commercial Crew Program, which is good as it helped SpaceX to develop the dragon and the current Falcon 9, but because Constellation was axed CongressBIPOCs approved the SLS as a replacement just to keep the Shuttle workforce employed. Worth mentioning that before Artemis was announced the SLS had no objectives, just a vague "flyby to the moon" and "asteroid re-direct mission".
