What Europe needs to do is to wake up national pride, to proactively call out the enemy (Russia) and instill the will to resist Russian advances. Not only in military sense, but in whichever way possible.
Conscripted military is an illusion of power. Case in point - Russian army.
If there is a will to fight and resist, weapons training can be done in matter of weeks. If there is no will, the size of conscription force doesn't matter anyway.

This cope is my favorite. They're fighting a "war of the future" right next door and it's turned into WWI even with the drones. Fancy technology and weapons systems are expensive and time consuming to produce and using them is way faster than making them. This is why all industrial warfare atrophies back to the trenches eventually. Shit, if you'd asked any military experts in 2021 they'd have told you that conventional artillery was basically obsolete but look what became of this war like six months in.
