We were a war economy, and when we transitioned back to a civilian we realized that people being consumerists meant they valued money more than they did free time, meaning they worked harder and longer, making more stuff, which meant cheaper and better goods (because some of those people weren't just making goods, but also innovating them), increasing consumerism and so on and so forth. This economic cycle encourages innovation in most sectors, including medical, computer, retail, etc. Consumerism encourages people to work with high productivity and work a lot so we don't end up like Euro countries at best or Latin American countries at worst.

In the case of Brazil just to give an example, tariffs exist solely to keep certain uncompetitive industries afloat at the expense of the consumer and nothing more. The worst part is that it becomes self-enforcing, they don't need to compete so they just keep delivering mediocre products and instead of improving they just lobby to keep tariffs or to place more of them.

Cambodia still does a lot of clothing manufacturing, albeit less than Bangladesh and Vietnam. Though that's mostly because it's a much less populous country; something like 5% of the population works in clothing manufacturing, not even counting the people involved in shipping, sales and distribution.

Admittedly, the main corporations they manufacture for are based out of East Asia (mostly China, obviously), but they do some for western companies as well.
