Have you ever considered everything outside your field of vision isn't out of the communist manifesto and slum rats manage to trash even perfectly good flats that are handed to them for free built off the taxes levied on people who actually work.
They won't even pay for basic lift maintenace so those get shut down, won't pay for utilities, won't pay for garbage collection and its not that these people can't pay necessarily they just won't. Blue collar people earn like half what a lower end middle class guy does, so if both are working they should be affluent enough considering most middle class families are single earner. What's govt/tax payer supposed to do? Build them flats for free then also pay for all their utilities, their groceries and maybe even their vacations in yurop?
