I think they mean in terms of how much more industrial and service industries could contribute to economic growth and development. Domestic agriculture in the US is predominantly automated resource extraction. There is little value-add and little employment gain. Not to mention that it is limited by real estate, which means that it does not scale like a professional services company can.

How do service "industries" contribute to anything but bullshit purely on paper economic output? Imagine a world where a large part of the population are Walmart greeters and do nothing but greet each other: you're literally better off in terms of real economy by killing them off and not even using them to produce methane in bioreactors but just not wasting any resources on them.

Just to return to this, what I stated before applies to industrial sector's advantage over agriculture, as well. Industrial production is far more space efficient when scaling because a factory can produce far more value in the land it occupies than the crops that could be grown on it. There is also far more value-add in industrial production than agriculture.
