It's basically shooting from the hip. College graduates tend to lean Democrat, so if you directly subsidize their loans, then they are more likely to vote Democrat. Even if the total percentage of these voters changes from 10% to 12%, it doesn't matter because the costs of this policy are externalized onto the tax-paying population.
As much as people complain about externalized costs of commerce, they almost always forget about such costs from government decision-making.

This is my point. If it turns out 2% more recent college graduates but pushes 3% more independents to the Republicans, it's not worth the cost. I guess this is just one more sign that the Democrats have given up on trying to salvage the midterms with moderates and independents.
