Even in South Korea until very recently they would just hire any random white people they could find in Seoul to play Americans. I doubt most of them have any capability to distinguish between different accents in English.

“until very recently”. I believe you meant to say “to this day.” If you can show me a SINGLE instance of not godawful English acting in a Korean show I won’t do anything, but still you can’t. Other than possibly that one daily K-drama from 2006 where the white guy decides after 50 episodes to become a Buddhist monk rather than be with a Korean. And he primarily speaks korean, so it doesn’t count.

There’s actually a reason for this. Voice acting back in ye olden days wasn’t exactly a developed field, so they often weren’t given any direction, so they would record a script with a bunch of takes with different inflections.
The raw recordings were then sent back to people who didn’t speak English and didn’t understand inflections at all, so they just used the take they thought sounded the coolest.
This is why RE1 sounds the way it does in English.

Its not that it wasnt developed, theres plenty of good voice acting from the time period.
They just literally dont care because the target audience cant tell anyways so why spend the effort

Bad dubbing combined with bad writing and bad acting. The actors probably aren't native English speakers. They're likely just phonetically mouthing the words.
