Librarians should avoid holding meetings in "racist" buildings, decolonisation training experts have advised.
Libraries across Wales have been given the task of becoming "anti-racist", in line with the devolved Labour government's pledge to "eradicate" systemic racism by 2030.
Training is being devised as part of a £130,000 project to instruct local librarians in "critical whiteness studies" and how to deal with issues like the "dominant paradigm of whiteness".
Advisers on the process have made clear that planned training sessions should not take place in buildings with a "racist" past.
The guidance comes after dozens of buildings in Wales, from pubs to community centres, were added to a 2021 government-backed dossier of sites linked to slavery and colonialism.
Documents outlining how libraries can be made to align with "anti-racist principles" state that new staff training sessions will be necessary.
A warning in a "venue booking" guide says: "Be mindful of the venue and if you have a choice, do not choose a venue that represents a racist legacy."
It also makes provision in case avoiding buildings with a "racist" past is not possible, stating: "If you have to use a venue that has a racist past, acknowledge this as early as possible to demonstrate your commitment to systemic issues.
"You can even acknowledge historical context in the event invitation."
The new guidance adds that training materials should be checked for "harmful" content, and advises that providing "vegetarian and vegan options only can be used to support any decarbonisation or net zero goals of your organisation".
'Right historical narrative'
The document was created by the Chartered Institute of Library and Information Professionals (Cilip) in Wales, which has secured government funding for a project titled Anti-racist Library Collections.
The guide is part of an effort across the cultural sector in Wales to comply with the Labour government's 2022 Anti-Racist Wales Action Plan, which sought to set the "right historical narrative".
Earlier Welsh government research, set out in the 2021 report The Slave Trade and the British Empire: An Audit of Commemoration in Wales, has already outlined which places may prove problematic to would-be anti-racism trainers.
Buildings, streets, monuments and statues linked to figures with connections to slavery and empire, including Admiral Nelson, Waterloo hero Thomas Picton, Francis Drake and the Duke of Wellington, were included.
The entire 4,600-person village of Nelson in Caerphilly – which itself was named after a pub – was flagged in a draft version of the audit.
The one-storey Picton Community centre in Haverfordwest was flagged, along with a sports centre in town named for the same general and colonial administrator.
The Goronwy Owen primary school in Anglesey, named after the Welsh poet, was flagged because its namesake owned slaves.
The Wellington Community Centre in Rhyl, named for the Iron Duke who defeated Indian armies before French ones, was deemed potentially problematic, as was Columbus House in Newport, a government building. Columbus has been blamed for being the first coloniser of the New World.
Also flagged was Gladstone's Library in Hawarden, Flintshire, a memorial library for William Gladstone, a four-time prime minister whose father received compensation for his Caribbean investments when slavery was abolished.
In total, 93 buildings in Wales were examined as part of the audit.
Don't Divide Us, the campaign group that seeks to promote a commonsense approach to race issues in the UK, criticised the provisions made for anti-racist training.
Alka Sehgal Cuthbert, the group's founder and education expert, said: "Libraries are places associated with rationality, enlightened thinking and public service for the general public.
"They are not the playthings of those whose preferred radical politics means that librarians have to assent to false and wholly negative beliefs about the country in which they live, and by extension, also about its people.
"This is the opposite of public service. Even if systemic racism was a problem, it wouldn't be ameliorated by fake confessions or choosing venues according to their alleged sinfulness by past associations. Unless we want to go back to pre-modern cultural standards."
A Welsh Government spokesman said: "Inclusive Futures was developed by Cilip as a guide for the Library Sector in Wales. The Training Model offers advice on venue booking and advises on a number of considerations that would optimise participation and engagement."
This nonsense is honestly kind of darkly funny in a way, because some of these places are in West Wales, which, demographically, is the poorest place in the UK and northwestern Europe as a whole. So, to combat racism, it's being recommended that libraries shouldn't offer services in the most deprived place where those services are the most needed. I'm sure it's just a coincidence that they have a new Westminster government that's looking to make a bunch of cuts to public spending at the exact same time that someone has compiled a list of schools, libraries and community centers that are "problematic". In fact, you'd have to be an awful cynic to ever imagine that this is going to be used as a diversionary tactic to get radlibs to cheer on the cuts, while branding people who want to keep their local services as bigots.

Later, a separate comment by a senior official of the presidential office on Sunday added fuel to the controversy, saying Japan's series of apologies "more than a dozen times" since the Korea-Japan normalization treaty in 1965 "left Japan fatigued."
He has a point. The Japanese might be more contrite except they know at least half of Koreans will hate them for eternity no matter what they do.
Throughout Yoon's term, which started in May 2022, his effort to restore Seoul's ties with Tokyo have faced domestic backlash in that it has come without Japan "properly" acknowledging and apologizing for its wrongdoing during the decades of colonial rule of the Korean Peninsula.

Several devices owned by Dr. Oumair Aejaz were seized by police, including one hard drive with more than 13,000 videos
Number of victims is unknown, but could include multiple states going back at least six years
PONTIAC, Mich. (FOX 2) - A 40-year-old doctor is being held on $2 million bond after being charged with multiple s*x crimes that law enforcement say extends years and includes numerous offenses potentially across multiple states.
Dr. Oumair Aejaz, was arrested earlier in August after he allegedly placed hidden cameras in a variety of settings from bathrooms, changing areas, hospital rooms, and even his own home where he would record children as young as 2 years old in varying states of undress.
He also allegedly recorded sexual encounters with numerous women who were unconscious or asleep, the Oakland County Sheriff said on Tuesday. The magnitude of Aejaz's offenses is not currently known, but Sheriff Mike Bouchard said it will take months to fully investigate.
"The victimization is so broad and the perversion so great, we're just beginning to wrap our arms around it," he said. "Disturbing on so many levels."
He equated the scale of criminality to Larry Nasser, the disgraced sports doctor convicted of abusing dozens of young women in his care.
Several search warrants have been served since Aejaz was arrested on Aug. 8 at his home. They include computers, phones, and 15 external devices. Bouchard said a single hard drive had 13,000 videos on it.
He may have uploaded videos into cloud storage as well.
Flanked alongside Oakland County Prosecutor Karen McDonald, she announced Aejaz had been charged with 10 total counts.
The charges include:
One count of child sexually abusive activity
One count of using a computer to create or reproduce child sexually abusive material
Two counts of recording children under the age of 18 while nude
Two counts of capturing or recording two women over the age of 18 while nude
Four counts of using a computer to commit a crime
Many of the allegations stem from Aejaz allegedly recording a mother and her kids inside a changing room at the Goldfish Swimming Club in 2023. However, he is also believed to have assaulted patients inside hospital rooms.
"These are children and moms at a swim school," McDonald said. "They're there to teach their kids to swim. Because that brings their kids joy and because they want their kids to be safe around water. They were victimized by a person of trust in the community -- a medical doctor."
His work history shows he was employed at Henry Ford Macomb Hospital in Clinton Township and Ascension Genesys Hospital in Grand Blanc. His current employment was a physician contracted with a company that would send him to different hospitals.
Before that, he moved to the U.S. in 2011 on a work visa from India, where he is a citizen. His residency took place at Sinai Grace Hospital before spending time in Alabama. He returned to Michigan in 2018.
The sheriff said authorities became aware of the offenses after his wife came forward with disturbing materials. Prior to his arrest, he had no criminal history.

Hello, Folx, it's me again. I'm Bridge. In today's random installment of BridgeNews we have a cool story developing regarding the super cool proxy war between Russia and Ukraine.
Personally, I haven't kept up with it much. It's not that I don't care, but I don't care; we're all on the new thing right now! I'm talking about the Drump vs Skamala saga—a totally unexpected change during what were definitely filler episodes.
So, what we have is Ukraine somehow making their way towards Moscow? Kind of crazy when you think about it; Uncle Sam would probably be proud, but disappointed that it should have been us in the mid to late 1900's. If I recall correctly, they had to wear jackets because it was colder back then?
When I think about this conflict, I just imagine 5 guys in the woods shooting long range rockets at Russian tanks. The really messed up part is that big ol' strong Mac daddy Putin has let this happen. All he had to do was crush them like a bug and now they're knocking at his front door.
Sike! It was just three drones and they were shot down; there was no chance. I was expecting like 40 drones or some shit and this is what we see? It's not that it's not a problem, but come on. "Biggest" makes it sound big, sort of like when your mom said you were an artist despite drawing the equivalent of a tacky dollar general product at the age of 12.
