The human body is really good at healing itself, you literally never need a doctor for anything. Disregard any doctorposters, they're trying to steal your money
Clean it out with hydrogen peroxide, slab on some gel-based antibiotic, wrap it with a large clean bandage (don't use your towel, r-slur), then put on a sock and wait.
If it keeps bleeding (without stepping on it), then you'll probably need stitches. But it should stop.
If the cut was on your face, I'd recommend getting stitches (if your face isn't ugly, and you're looking for a cool scar).

Clean it, and then if it's in a spot where it's feasible to do so, seal it with superglue (cyanoacrylate, ideally 2-octyl-cyanoacrylate, NOT EPOXY. It will say "contains cyanoacrylates" somewhere on the packaging). If it's too big to seal with the wound completely closed or in an unglueable position, ya need stitches.
If you stepped on broken glass and you needed to extract it, you need stitches.
You don't need to go to the ER, but the bottom of your foot is subject to a lot of force almost constantly, you need to stitch it. Any lass over 40 should be able to help you.
A deep cut needs stitches even if it stops bleeding.

Unironically you should.
If you really want to risk it make sure you get someone on stand by to drive you to the ER for the next month when you re open the wound and pass out.

I'd really rather not since it's not bleeding without me needing to actively nurse it
