Which is especially ridiculous because this is exactly the sort of thing executive orders are supposed to be used for; giving a federal agency direction on how to go about fulfilling their function. He can absolutely tell them to stop minting a given denomination. What he can't do, and hasn't tried to do, is pull that denomination from circulation entirely.
This isn't even controversial. The U.S. Code is clear.
If Scott Bessent says no new pennies are required to meet national need, the Treasury can immediately stop minting them, no act of Congress necessary. It wouldn't be a permanent decision, and the next Secretary of the Treasury could reverse it, but why would he? Everyone knows pennies have overstayed their welcome. !nonchuds are only pretending otherwise because wingcucks are incapable of agreeing with "the enemy" about literally anything.
