Falling birthrates could actually cause issues for women's rights. The whole cash incentives thing falls apart when you actually look at what's happening. Afaik that solution has never worked and poorer generally just worse off people groups tend to have higher fertility rates than richer groups. You could honestly suggest making people poorer as a better solution than giving them money.
