Literally no one can mod areas. They invented a modding program and invented a dynamic new area with doors and everything. Glitchy unfinished areas aren't even that uncommon.

The cowtools to make this happen were only available to a small team that created them while this was being made, so people weren't clear on whether or not this was possible. It's a big step forward for modding that game.
