it has some effect, sure.

but the problem is always the same: one way or another power is always concentrated in a few people's hands. and the success of a system depends on how awful those few people are and how awful they are at finding good replacements for themselves once they're gone, and (if at the inception of the system the system had good mechanisms to keep the people in power accountable) how awful they are at preserving those accountability mechanisms.

Western Europe after WWII, thanks in no small part to the USA and thanks (sic) to the horrors of WWII, implemented some pretty good systems. But over time the accountability mechanisms corrode away, and the cultural mechanisms ensuring that the elites want what's best for their people have corroded away. Nowadays in Europe IMHO only Denmark and Switzerland can be considered democracies.
