Look at Afghanistan. I don't think the Taliban ever actually managed to win a single battle. But they still won the war.
Civilian resistance is largely about making the conflict as bloody and costly as possible to the point it is no longer worth holding on for the occupiers. That dynamic changes with a civil war as it is always worth hanging on, since a loss there tends to be total.
