Schools employ a bunch of extra administrative staff just to handle compliance with those mandates.
What the implications are has always been vague because it doesn't really matter what department is doing those things, it's actual changes to the programs that would make a difference. You'd have to wait to see what plan Trump proposes to Congress and then what Congress actually passes.

Sometimes small villages defer to the state for things - for example here in IL all teachers across the state are part of the same statewide pension system (EXCEPT in Chicago which is special). But hiring/promotion decisions are entirely local.
